When writing a claim or author's claim, it has to be primary focus on supporting and proving the main idea. Not your personal opinion. The passage talks about a no-snacking policy, where students disagree on the policy and want to eat whenever or wherever they want.

During the second paragraph, the narrator said that it will distract people who want to learn and listen the lessons. This is evidence that having a no-snacking policy is a wise decision.
