The United States would continue to remain neutral is the answer. The doctrine basically said European colonization of the Americas should stop, and America should stop taking sides in European wars. Both should be distinct, basically.

It was hard to persuade the Americans to give up their claim to independence, and as the conflict progressed, they encountered increasing opposition.

The British were unable to manage all of the colonies because of their size and unfamiliarity with the geography.
