The Freedman's Bureau was an American agency established in about 1865. Its objective was to support and help freed slaves, so they can get back in the "new" world during the reconstruction, providing food, water,shelters, and medical assistances. They really saved the lives of many people.

Many of the Northern voters happened to be against slavery, which was what Lincoln promised to end if he became president. They wished for the war to continue because the focus of it was to free the slaves whom were trapped in the south, knowing that they could win the battle in the end.
