Answer:

How the Articles of Confederation were set up caused the central government to haveslight authority that could not really be enforced. The states had agreed to "worktogether" but were not truly unified. The Articles had given too much power to the statestherefore setting up a truly weak, centralized government. Shay's rebellion highlightedweaknesses within the papers themselves. For example, the central government had nofunds, as they had no authority to tax the people. This meant that there was no fundedmilitary to help stop the rebellion. It was up to the state of Massachusetts to fund theirown militia to put a stop to Shay's Rebellion. At the same time, this meant that the statestruly could get away with almost anything they wanted to do. If the central government did not have the resources to go after them, why would the States feel obligated to adhere to national policies? The clear flaws of the Articles brought a divide between the people
