The answer is:  

The bank took money from common people for the wealthy.

When common people save their money in the bank, that money is used by the banks to provide loans for business owners to support their business. At that time, the opposers of the second national Bank see this as an effort made by the bank to took money from common people and distribute it to the rich. They fail to see that common people also has the opportunity to obtain loan to start new business and increase their income.
