The <span>relationship between the American colonies before the Revolutionary War was almost non-existent--with each colony functioning very much independently from the others, as if they were almost different countries. </span>
This line is part of the “Military Maxims of Napoleon”, a collection of tenets on the art of war which are still an inspiration for military students. Through this line, he makes his war beliefs and tactics clear. We should also consider the meaning of civil war: it is a war which if fought between different groups of people (different in religion, political ideas, etc) of the same territory. Having this in mind we can mention for example The Napoleonic Wars (1803–1815). They consisted in a series of battles between France and other European powers, financed and usually led by the United Kingdom. Among these we can mention The Battle of Waterloo 1815, the Battle of Trafalgar 1805, etc.
I agree in the sense that inevitably whenever there is a war there are 2 groups of a different nature, sharing the territory but fighting for a reason. I also believe that the “civil war they make wherever they fight” does not necessarily imply military participation. Nowadays, we see many countries, mainly Latin American ones, in which the different economic and political conflicts (“wars”) produce a gap and a clash between different national or local groups (“civil war”).
1. I choose the Emancipation proclamation.
The basis for a democratic country is the guarantee of human rights for all of its citizens and allowing all citizens the right to participate in the government.
Freeing other humans from slavery indicates his will to truly bring equality for all people int he nations, because he knew that slavery robbed the very essence of human rights from the people together with their dignity.
2. I compared it with Habeas Corpus
Habeas Corpus allow prisoners to report unlawful treatment when they're in their sentence. Indeed this represent Lincoln' willingness to preserve human rights, but the impact is nowhere near the Emancipation of Slavery that affect millions of human beings.

(could be seen by programs such as HAPA that give the right for children that born in united states by non-citizzens the right to be a legal citizen)

The reign of Suleiman the Magnificent is considered the peak of the Ottoman Empire.
Suleiman was able to organize the vast empire using bureaucratic methods. Under Suleiman laws were clarified with the use of advisers and government officials. Laws were created to provide the vast empire with consistency as well as stability after conquest.
