What is Blindsight?

Blindsight is the capacity of patients with primary visual brain lesions, also referred to as the striate cortex or Brodmann Area 17, to react to visual stimuli that they are not consciously aware of seeing. In a publication that appeared in a 1974 issue of Brain, Lawrence Weiskrantz and his colleagues came up with the word. In 1973, a similar paper investigating a cortically blind patient's ability to discriminate was released in Nature. Blindsight disproved the conventional wisdom that perceptions must reach consciousness in order to influence behavior by demonstrating that our actions might be influenced by sensory data that we are unaware of.

Take prisons as your example - 'hardcore' criminals will be paid attention to a lot, whereas petty criminals will probably be given probation because there aren't enough prison cells to accommodate them. So, criminal record affects how the institution of prison is operated.
