This is simple division.
First, look at what you're working with.
You have 2 fractions. Both contain a whole number, and a percentage of a number.

Now, first you can work with whatever is easiest. So, start with the whole numbers. 6/3=2, so for the first part of your answer, the whole number is 2.

Now, move on to the smaller fractions, which are simply just a percentage of a number. you have 1/2, and 2/3. How could you possibly divide this? Well, find a common denominator. 3*2=6, 2*3=6, so 6 is the LCD (Least common denominator, meaning lowest in value common denominator). 

so, what you did to one side you must do to the other. For 1/2, you multiplied the 2 by 3, so you must multiply the 1 by three as well. 1*3=3.
 1/2=3/6 now. 

Do the same for the other part. 3*2=6, so 2*2=4. 
2/3=4/6 now.

Now, you have 6 and 3/6 Divided by 3 and 4/6. Work it out. 

Now, if you calculate it out, you get 2 for the first part. but you can't divide 3/6 by 4/6 without coming up short, so that means you have to factor back in value of 1 out of that 2. So, the 2 becomes a whole number of 1. 

If you care to, convert each fraction into an improper fraction to help.

If you do, your denominator will change to 22, which you can factor back in. You end up getting 39/22.

Which, as a whole, would be 1 and 17/22.
