OPEC can be observed as a trade barrier because it could hypothetically completely exclude a country from trading with countries that produce oil and this would make life much harder for those countries. For example, OPEC introduced an embargo on the US in 70s and there was a huge spike in gas prices and a shortage of fuel.

Alliances shifted during World War 1 on the western front when Italy betrayed its Allies, Germany and Austria when it attacked Austria in 1915 when it joined the Triple Entente. Bulgaria later joined the central powers, while Britain asked, India, Arabs, New-Zealand, and Australia to help in attacking the Ottoman empire. Towards the end of the war, the United States joined the Triple Alliance and declared war on Germany on 6th April 1917.
