Answer: civilizations need leadership that takes care and protects its citizens. The government needs to equally balanced things like military, archiculture, and farming to successfully run a city / country. The government also needs to keep a good defense in case another Empire tries to take over. Poor leadership and only focusing on one thing in the Empire can lead to downfall. One example of this is with the fall of Egypt to the Persians. There was conflict in the politics, and the North and South Region of Egypt was nearly divided because of it. The pharaoh and the rest of the government, did nothing to stop it, so you just became more vulnerable to attack.
