It should be noted that percentage of cases  where  the victim/survivor and the person who harms them know one another is 90%.

Crime is usually punishable under the law, and it is not adviceable under law, however every state or country have the rules as well as the regulations guiding them, and any citizens that doesn't abide with the order as well as the rule has committed a crime because there is no ignorance under the law. In this case all the rules and the regulations of the country should be followed by citizens since any deviation is punishable under the law. Hence all laws of the country should be abided with by the citizens.
