General equation of a circle is (x+a)^2 + (y+b)^2 = radius ^2
a and b are the centre and you put in the inverse so as x=-4, a=-4. same for b as the y-coordinate is positive, it becomes negative
the last part is the radius of the circles squared so just 7^2 = 49 !
