It is the culture that puts victims at fault for a situation of s*xual assault. Mostly demonstrated by society saying that women should cover up and don’t dress provocative so that men won’t be tempted to do those things to them. However this also demoralized men by pointing out that they can’t control themselves from a woman’s body simply because they can see a certain amount/area of skin.
It normalizes ra_pe and enforces that it is normals for boys/men to ra_pe others and that this is not something that needs to be stopped on the men's side but rather that it is the fault of those getting ra_ped because they weren't careful enough.
