A bureaucracy was a complex "team" of people who worked together to help the emperor and China prosper. When it became corrupt by dishonest relatives taxes went up sending people into poverty, people forced to carry out public labor, and then the government became weak.

Water systems are dependent on electrically managed systems and pumps, so even if water is still accessible in your home, you would still have to purify it before drinking.
