Jim reviews his company's code of conduct for guidance, and determines he has a moral obligation to report the situation to his superiors. I would have reported the situation. Stacey should have respected the patients garment and should have not questioned or joked about something regarding their religion. It was inappropriate and disrespectful. If you got told a patient overheard a comment from a physical therapist joking about their religious garment you should know that was unprofessional and report it.
