As it is a developing country The foreigners think that the law there is not strict enough or will not be able to punish them. With this thinking they commit crimes in South Africa.Since the country has poverty,uneducated people and large no of minorities they are not able to speak against the crime most of the time.They are being the victims and it affects their mental and physical health too. There is inequality and some foreigners might think that they are superior and commit crime .
