King Cyrus was king at least 200 years before King Ashoka was.
Due to the time difference & different areas of empires, their tactics in fighting and the way they ruled the land were different.

As a result, the U.S. provided weapons to the jihadists against the Democratic Republic of Afghanistan who were supported by the Soviet Union. Later, Muslim extremists got a hold of these weapons and terrorist groups formed.
