Historically, struggles between American Indian tribes and the federal government have stemmed from: a the Constitution's failur

First graders at this stage think more concretely(literal thinking) as they are only able to relate with what is more physical and present than abstract which have to do with concepts . They would be able to relate better at counting objects such as blocks and not advanced topics such as national issues.
The answer is a. Appeasement. The best example of this was
when France and Great Britain signed a treaty with Germany promising them part
of Czechoslovakia if it would halt its advance.
Though Germany signed the treaty, it still continued its campaign and
this led to World War II.
