The lines surrounding the numbers mean absolute value, which is the distance from zero. Basically what you have to remember is that if it's a positive with this symbol, you keep it the same, if a negative, you change it to positive. In this case, the I-7I would turn into a 7 and then 3*4=12. When you add 12 and 7, it equals 19. Hope this helps! :)
