It means that if a certain situation is not written down in the history books then it means that the event does not exist. However, this saying isn’t entirely true. Some governments are ashamed of writing down their own plans and for fear that people know they failed at doing something or are afraid people find out they committed an immoral act against the gov. Some people have been courageous and stood up. However, there names are not in the history books; they are in the minds, memories and writings of the people. Also, DNA testing, science and current historians know if a tale is true or false and can verify it or if not they do their best to find the truth which is a pearl that is always hidden somewhere.
I don’t recall being in court with a piece of paper but I will use another experience. My cousin Eni came from Cuba and wanted to be part of the US. Due to the reason she didn’t have on her the papers she was almost deported. So it’s important to have your personal info written down and on you.
I think Anne feels annoyed with Peter, since he cheated on her with Hitler. She talked to Stalin about her problems. Stalin told her that he could help by taking Hitler out. so she did so.
This may mean that the person in the future will not be able to understand or comprehend what a person is saying to them, if they do not listen to them now.......hopefully this helps
