They were concerned that a powerful central government would choose to do what they want, just like a king, and ignore what their citizens  wanted.

Explanation:

This country was initially created because the founding fathers did not want United States to adopt a monarchy system of government. Despite that, it is impassible to manage different states as one nation without the existence of a federal government.

This is why the constitution was created.

it act as a clear guideline to determine the roles/capabilities of both federal government and the state government. When it's proposed, the states feared that the constitution will give the feds with the power to take complete control over the people and transform this country into a tyranny. This is why some of them demand the Bill of Rights be added. The Bill of Rights guaranteed basic rights of the citizens that can't be violated by the federal government under any circumstances.
