There are several circumstances for this, we can mention two main reasons:

For one, England had a long-standing tradition of limiting royal power that goes back to the Magna Carta of 1215. Russia had none of this, and in fact, power had become more absolute as time went by.

Another reason is the economy of England was more advanced than the economy of Russia. Land in England was not as concentrated, because England was transitioning from feudalism to capitalism, while Russia was still an essentially feudal and agrarian economy where a few landlords owned the land, and the vast majority of people were poor peasants working in a system of serfdom.
