First, graph the line x=5
Then, to determine which side of the line to shade, use a test point. I like (0,0). I plug in 0 for x because that is the x value. 0 does make the equation correct so (0,0) is included inside the shaded area. Shade the side that has (0,0) in it and you're done.

It is! When you're doing a fraction specifically like that, the denominators cancel out. Therefore you can get rid of the 12. It just becomes 21/7, which as you know is 3.
