Put this into slope intercept form y=mx+b

y-1=4x+12

y =4x+13

the slope is 4

parallel lines have same slope so you want

equation for line with slope m=4

through (4,32)

y=4x+b using (4,32) for (x,y) solve for b

32=4(4)+b

32=16+b

16=b

your equation is

y = 4x + 16
