It is compare to Assyria's treatment of her enemies (2 Kings 10:1-8)  because  the Northern Kingdom were said to have  fell before the harsh attack of the Assyrian army, and its people were known to be taken to a foreign land as captives.

Note that Jehu killed all his enemies but the Assyrians took theirs as captives.
