Matter is defined as anything that has mass. Since ice and fire both have mass, they are considered matter. It's easier to see in ice. Ice obviously takes up space and has mass. Fire is a type of plasma. It is oxygen, nitrogen, carbon, and a few other gasses that are extremely hot. They also take up space, have mass, and are hence, matter.
