Cigarettes are items that you use for inhaling smoke produced by them. Smokeless tobacco serves other purposes than inhaling smoke, including chewing it, or sniffing it.

Cigarettes is something that you inhale and get smoke from. smokeless tobacco is like a patch you put on your arm, or chew. This is smokeless tobacco because you get the same affect of tobacco going into your body but without inhaling or getting smoke from it like you do from smoking cigarettes
