His intent was to turn a whole generation into nazis, as children are easily moldable it would make sense to invest money in there future. Such as creating the program Hilters youth.

Hitler said "Whoever has the youth has the future.", and “These young people will learn nothing else but how to think German and act German. . . . And they will never be free again, not in their whole lives.”. So basically, children learn, if they are tought something at a young age, they will continue to do/believe because they know nothing different. Children, and younger people are easier to manipulate.
