Running the army
The Assembly does have the duty of passing laws, acting as supreme court and choosing generals for the navy. However, the assembly does not have the duty to run the army. This specifical duty is upon the president, as he is the chief of the army in charge, while the Assembly has more legislative power than executive.
The correct option here would be the third option.
It is only in the parliamentary states that the prime minister acts as the head of the national government. Here the head of state and the head of government are two different people as opposed to the presidential system where the president is both. A good example of a parliamentary state is Canada while a good example of the presidential state is the US.
