The Tenure of Office act was designed specifically to protect the secretary of war, and by Johnson removing Stanton from office, that completely violated the law, and congress felt it was best to impeach Johnson since his actions were unconstitutional.
A farewell address is not required by the U.S. Constitution. All the presidents have given one because George Washington did one when he left office and he was like a rock star in those days because he was the victorious general during the Revolution and everyone looked up to him so there like if G.
