In this statement, Reverend Hale is encouraging Proctor to think about his sins. Hale tells him that God rarely sends so much disgrace and is so provoked out of some small sin. And as people everywhere are angry, they must look for the cause. He believes there must be a significant sin that was committed in the community. He encourages Proctor and the village to think of their actions, and help him discover the truth.
