Explanation:

The true false question is false. A candidate can have fewer votes than his opponent and still be elected President of the United States. If my memory serves me correctly, I believe John Kennedy was one example. I believe that Trump is another.

The Electoral College was a good idea when the States were first deciding the President because communication was very poor and it made sense to have a body that represented the individual states.

I don't think it is a particularly good idea now. The winner of an election (without getting into the mail in Ballads problem) should be half the votes plus 1.  We have good enough communications that elections can be determined just by counting all the votes cast. The Electoral College puts too much emphasis on places like Texas Florida New York and California. The rust belt becomes important because the most populous states are split.

Popular vote should decide.
