Answer:

In this article, it states that young dark skinned men were reported to police stations to incriminate themselves. Incriminate means to make someone look guilty of a crime. Many of them were scared for their lives and for their justice.    (hope this helps i didn't see anything wrong with the beginning just the end and also I searched the internet and retributional is not a real word.)
