According to the Constitution, laws passed by Congress must be approved by "the President," although it is possible for a law to pass without such approval, if there are enough votes in Congress.

Answer: The answer is the president.

Explanation:

A bill is a proposed law which will be deliberated upon by the members of the parliament before it becomes law. When it is passed by the two - third majority of the members of the house. It will be transferred to the president for his assent to become law..in a situation whereby the president refuse to assent to the bill, or use his veto power to veto the bill. Such bill when its returned back to the parliament. The constitution also gave the members of the parliament the power to override the presidential veto of the bill.

In such an instance, The legislature need a two- third majority votes of the members of the house to override the presidential veto of the bill to make the bill a law. That is in a situation whereby the country had a unicameral legislature two - third majority votes of members is needed for the bill to become law.on the other hand, if the country had bicameral legislature, then the upper and the lower house in this case the Senate and the house of representatives will have to come together in a joint sitting to pass the bill by two-third majority, once it is passed by two-thirds majority the bill becomes a law.
