Una de las características de la tercera fase de globalización (desde 1974 en adelante) es la interdependencia ambiental entre países. La globalización está produciendo múltiples efectos en la sostenibilidad ambiental. La evidencia científica indica que la escala creciente y acumulativa de las actividades humanas ha ocasionado impactos ambientales como el calentamiento global, el adelgazamiento de la capa de ozono, la merma de la biodiversidad y el avance de la desertificación y la sequía (llamados 'males públicos globales'). Estos no se reflejan en los mercados pero afectan intereses comunes que escapan a las perspectivas nacionales.

En los últimos veinte años se ha dado una enorme proliferación de tratados multilaterales ambientales e instituciones intergubernamentales dentro y fuera del Sistema de la ONU y se requiere racionalizar la gestión ambiental internacional. Adicionalmente, los países en desarrollo enfrentan crecientes presiones para incorporar temas ambientales en sus políticas, en sus acuerdos de integración y en las negociaciones comerciales.
