Estos no se reflejan en los mercados pero afectan intereses comunes que escapan a las perspectivas nacionales.

En los últimos veinte años se ha dado una enorme proliferación de tratados multilaterales ambientales e instituciones intergubernamentales dentro y fuera del Sistema de la ONU y se requiere racionalizar la gestión ambiental internacional. Adicionalmente, los países en desarrollo enfrentan crecientes presiones para incorporar temas ambientales en sus políticas, en sus acuerdos de integración y en las negociaciones comerciales.
