La globalización está produciendo múltiples efectos en la sostenibilidad ambiental. La evidencia científica indica que la escala creciente y acumulativa de las actividades humanas ha ocasionado impactos ambientales como el calentamiento global, el adelgazamiento de la capa de ozono, la merma de la biodiversidad y el avance de la desertificación y la sequía (llamados 'males públicos globales'). Estos no se reflejan en los mercados pero afectan intereses comunes que escapan a las perspectivas nacionales.

En los últimos veinte años se ha dado una enorme proliferación de tratados multilaterales ambientales e instituciones intergubernamentales dentro y fuera del Sistema de la ONU y se requiere racionalizar la gestión ambiental internacional. Adicionalmente, los países en desarrollo enfrentan crecientes presiones para incorporar temas ambientales en sus políticas, en sus acuerdos de integración y en las negociaciones comerciales.
