FDR's inaugural address came at an imperative time in US History. America was in the midst of the worst economic depression in the countries history. Unemplyoment was around 20%, businesses were shutting down and banks were failing. When giving this address, FDR knew his audience was struggling and that one of the elements he wanted to address as the new president was increasing the amount of available jobs.

This resulted in FDR developing his New Deal Program, which helped to employ millions of American citizens over the course of the next several years.
