The first purpose that Richard's soliloquy appears to serve is to reveal the motivations and personality of the character - we can see that he hates himself because he was basically a hunchback, so he was pretty self-conscious about it. He also reveals in the first scene what he intends to do throughout the play. 

As for the second purpose, I'd choose the answer - it informs the audience about the background of the plot, as it gives us reasons why Richard decided to do what he did.

Answer:

The Wakatsuki's family fishing boat is going out to sea. All of a sudden, it turns around and comes back to the island. They hear that Pearl Harbor has been bombed. Papa decides to burn the Japanese flag and any papers that he has that connects him with Japan. He is then arrested for allegedly delivering oil to Japanese submarines. He is gone for a year.

Explanation:

This is about prewar American life and it foreshadows the suddenness of the attack on Pearl Harbor and how the US entered into WW2. The father is living a life like the "american dream". Something interesting that this story points out is how so many americans were not even familiar with Pearl Harbor before it was bombed. Papa is accused of spying and betrayal again his country.
