He got around that problem by setting up a well trained regiment that was all black. The review I read said that this regiment was the first all black regiment. It was named the 54th Massachusetts Infantry Regiment, but other historians say that there was another during the civil war -- 1st Kansas Colored Infantry Regiment. This latter was a surprise entry being from Kansas. The formation was opposed by the war department.
