In the Treaty of Versailles, many European powers concluded the war was due to German aggression and established the League of Nations.

Explanation:

What they did plan for a heavily weakened Germany as both the Austrian-Hungarian Empire and Ottoman Empire collapsed. Germany's Army was downsized to only serve as a defense force and its navy and airforce were abolished. They thought if they could weaken Germany with all of these punishments it could never rise to power like it once did pre-ww1. Not only did the restrictions on the German Army took a toll but the heavy war reparations that the German Weimar Government could never repay. When the League of Nations was established, they had been a counsel of country representatives and diplomats to resolve foreign problems without the means of war. The League of Nations had no army force itself and could not enforce sanctions either like today's UN making it virtually useless. Even the creator President Woodrow Wilson did not bring the US into the League of Nations.
