Personally I would pick C. The cartoon illustrates the idea that Africa was a restrained giant and its land was available for Europeans to claim. Africa to Europeans was just one giant colony of natural resources, inhabited of people that were held to the White Mans Burden, the need for Europeans to educate the African savages in the ways of the west versus tradition African ways of social structure and culture. This justified Europe to come into the restrained giant of a colony and take what they wanted because they were superior. All just a guess but still the other options suck.
