Introduction : Conflict is the state of misunderstanding and fighting between individuals , groups and parties due to difference of views , opinions , interests and objectives. Any four causes of conflict are listed below [ Well , you can use the mnemonic ' SELD ' to memorise this ] :

Selfish or self - centered nature of individuals , groups and parties.

Environment of socio-economic disparity and injustice.

Lack of the democratic culture of dialogue.

Discriminatory government policy against the people of certain castes , communities and political and religious groups.

Conclusion : The culture of dialogue is the best and most democratic way to resolve conflict and restore peace.

Often first time offenders would have the ability to turn around their behavior. Being exposed to the severe criminal element of prisons or jails could in fact breed a worse criminal rather than deterring them from their felonious or criminal behavior. I think the severity of the act should depend on the jail time associated with it and if they are able to enroll in diversion programs. So it some ways I would argue that it is fair.
