People must be given political rights, civil rights, and an education.

Explanation:

According to Dubois, Those basic rights were necessary in order for citizens to obtain the necessary skills that are required for high-paying jobs along with the freedom to choose the type of careers that they're passionate about.

He believed that if the government give the citizens with all of those rights, the economic output that average individual produce would be significantly higher compared to the people without proper skills or those  who have to be forced into doing something .  This will lead to economic progress.
