No, it’s not okay, they need to ask for food, but if they have the worst luck then I’ll have to change my mind to say yes.

If a person steals food because they are hungry then it is wrong but if they were starving then it can be okay , but they should still feel bad for stealing.

1. Explain the meaning of the Hunger Games.
ELEN [110]

1.)     The Hunger Games were created to serve as a form of punishment for the 13 districts of Panem after they tried to revolt against the Capitol. The Hunger Games are an annual event. Every year, a male and a female between the ages of 12-18 are selected from each district in a process called "the Reaping". The selected pair are then taken to the Capitol to prepare for the battle that will take place in just 3 days. After 3 days, all the contests are placed in an arena, where they will fight to the death. The original rules state that one person will remain alive, although, *SPOILER* in Peeta and Katniss' case, two victors were allowed to emerge.

2.)     In Mockingjay, the third book, after Snow is slain and the Capitol's tyranny is brought down, a decision is made to discontinue the Hunger Games, as they were cruel and inhumane
