To limit the amount of power. Parties are composed of people, usually people who consider their party to be the best. However with too much power in one party causes anarchy and chaos therefore allowing more segues for corruption and abuse of systems. Therefore when the system of power is abused or overused it takes funds that some governments don't have to fix the issues created.

No I do not think they made the right decision. Basically what the Court decided is almost exactly what Hitler did to Jewish people — ironically this happened around the same time. Because of the decision to segregate Japanese people, they were put into Interment camps which is almost equivalent to Nazi Germany’s concentration camps.
Brown v. Board of Education was a landmark case in which it was finally proven that segregation in institutions of education was highly unconstitutional, so you could say that that is the greatest effect since it made other schools become open for everyone as well.
