Ah cool!
This would be referring to the Homestead Act! They would give the land to anyone who was willing to work on or improve the land.
The land was given almost free of cost and all the new owner of the land was required to do, was work the land until it was ready for farming/crops, and then they had to build a house for themselves (and possibly their family).
Cesar Chavez united migrant workers in the American Southwest and West Coast. He helped to co-found the National Farm Workers Association. He traveled speaking about farm workers' rights. He helped to set up various strikes and settle them so that the workers benefited. Surprisingly, Chavez was against the Bracero Program, a program designed to guarantee migrant workers living conditions and bring in migrant workers. Chavez saw the program as harmful to the US farm workers and as a way to take advantage (in a bad way) of the migrant workers.
Wouldn't it be to learn more about how the ship was built.
Answer: The new analysis thus calls into question the oft-repeated theory that humans lived the hunter-gatherer way of life - with its attendant family structure, division of labor between the s3x3s, and interfamily sharing of food and other tasks - for 99 percent of mankind's history, from when hominids first began chipping
