Hence the freeing of slaves was a dilemma. Eventually, slavery was abolished under his rule.

Their strict perception did not directly authorize the ability to tax citizens and would only accept changes to the Constitution if absolutely necessary. Anti - Federalists stated a change was necessary at the time because they believed the Constitution gave too much power to central government.
