Since you can spend all but 20%, then you can spend the rest, namely the 80%.

whatever% of anything is just (whatever/100) * anything.

therefore, 80% of 225 is then (80/100) * 225, that much.

If you can spend all of $225 except 20%, you can spend 80%. To find this amount simply multiply 225 by 0.80:
225 * 0.80 = 180
Therefore you have $180 at your disposal.
