The grandfather clause stated that any person who had a father or grandfather that was bound in slavery was unable to vote. Because of the lineage of African Americans at the time, there was a very small amount of the African American population who didn’t have ancestry like this. This was the government’s way of limiting the voting rights of African Americans.
