Because of Modi, Pakistan and India can't have a proper relationship. Which leads to wars and bad relationships. Also, he is torturing Muslims and Sikhs for no valid reason. So I would say for South Asia it is a big NO.
For the USA, I would say no, because India and the USA do not have a proper relationship. Even if they do, the USA is using India to fight and not have a proper relationship with Muslim countries like Pakistan.
