Of course he was the person to make all the decisions, but most of the people in that army made their own decision and support Hitlers wrong doings. Hitlers master plan was basically to cleanse the world of all the Jews in the world, and he didn't ever sugarcoat anything, he brutally murdered 6 million Jews while the non Jewish citizens were cheering him on and supporting them. He was a ruthless person that had no heart and ended his life on his own by shooting himself, due to him not wanting to be charged for war crimes.
